I have exactly the same problem on N9 with PR1.2. Tried reinstalling FW with NSU, didn't work, neither did the "reboot -u" suggestion. Would a complete reflash solve the problem or is it NCP time ?

    Camera FIX N9/N950

Activation of Developer mode to Access Terminal
Go to Settings -> Security -> Developer mode and set it on (it will give a warning to you and notice that it will reboot after setting developer mode on) just click yes and yes to the issued warnings.
After reboot you'll have Terminal in the apps-menu screen, click it
Now you should have a terminal in front of you ~$ and a square pointing at awaiting input from you and your virtual keyboard popped open

Enter the following piece of code on Terminal

    devel-su -

It will prompt for password - enter

    rootme

It will show you the following lines:

    BusyBox v1.19.0.git (MeeGo 3:1.19-8+0m6) built-in shell (ash)
Enter 'help' for a list of built-in commands.

    mesg: Operation not permitted
    RM696-34-1_PR_001:~#
    Now enter

    reboot -u

    And you're done

Now you can go and deselect the developer-mode after these steps and the final reboot, and voila your Nokia N950's camera is alive again!
