Can you do as root in terminal:

chmod 775 /opt/N9QTweak/SYS/wget_1.10.2-2osso3_armel.deb

then run Tweak UU again?

Ok saw it, sorry..
So something:
Uninstall wget
Go to tweak EE and reinstall inception
Go to tweak UU and try update.

another way, uninstall N9QT, reboot, install N9QT from first post, change updater file and try update from tweak UU.

And yes, when you change updater file, after reboot it not work. For get it work, remove updater file and copy again new one + 4755..
