there is one setting that you will need to enable first. --> Settings -> Applications -> Installations -> Allow installations from non-Store sources.

Also, reading from nokia developers forums, it might be an issue of your time is not set correctly.

In last case, still enabling the setting above for non-store applications, there is the developer mode deb from here.
