The best map by far is Sygic, good Hebrew and English Israel maps including some addresses in the West Bank. You need to extract the Israel map eng or heb .mlm map file from a Symbian, IOS, or Android install.

I know about Sygic and I used it on my N900, I also know about this tricks with maps and voices, but we don't have Sygic on N9/50... Also the latest Israeli map that worked on N900 is from 2009...
In Nokia Maps/Drive another formats, you can't use files from Sygic 2009...

PS. All map (streets) written in English, but its not a problem, to find the address (street), you can use Hebrew.
This map not so competed, its not know some places (names), but it can see the place it self. After waze, search also not so good if you want find specific place, not address or maybe i don't know use it right. Navigation is good, also in offline mode.
Cool, just downloaded it and works pretty well. didnt think nokia will release maps for Israel. I even didnt bother myself to check it agian when i bought my N9.

Choose Asia and you will see Israel in the list. If you have any map installed, press on right lower corner and choose "add map" - "Asia".
