Though i am not sure what i say will be possible in real as i m not a developer.
i would like these notification to be active only when my phone is placed upside down and developer can use the front sensors for the same.

Its something like,when you receive a message or something,the rear LED will flash or something? It will be useful when you're phone are on silent and its facing downwards.

Yeah...nothing more discrete during a meeting than your camera led starting to flash. You might as well have Gangnam Style as your ringtone in full blast for a similar effect
If you actually get that ringtone together with a strobbing flash you get extra disco points
