I can remember that even HTC was not able to develop custom UI regardless of the fact they always using custom UI on other platforms, even WM6.x ones. MS does not supports this in WP7 and you can't do this. So it looks like Nokia could be just as "exclusive" as any other WP7 phone. And technically they're just as any other device. What makes 'em exclusive? Just MS? MS is such a boring company, it can't make exclusive things, they only can make something that you would hate but would be forced to use "due to corporate policy" or other silly stuff .
