No, you can not access this through mass storage.
But I think this ringtones from this directory aren't those you
see in your media player anyway. So, don't delete them.

You do have the option to install custom made programs that allow you to be a bit more flexoble with your contacts' ringtones. But these apps are under testing and may cause some erratic behaviour in your phone.
