Bumping with a question: The problem persists even after a combined reflash. Do you think it's safe to assume a hardware issue or do I have to reflash emmc first?

If you doo not mind to flash again,
then do it this way (do not restart in between):
first step - flash combined (rootfs)
second step- flash eMMC
third step - flash again combined (rootfs)
fourth sstep - restart and check cam

If it still does not want to capture pics, then I would assume HW failure.

OK mystery solved, apparently a connector from the camera to the main board got broken, so indeed a hardware issue. Just got it fixed
