I read somewhere that you could run a palm OS over the Maemo OS 2008. Is this true? I know that there are a bunch of palm apps and they said the other OS could be laid on top of the OS 2008. if it is true, can someone tell me how to?

one last question, does the Garnet OS run with the Maemo OS, or does it replace the maemo? If it doesn't replace it, you can still run apps for both, right?

Garnet VM is an emulator that runs as a Maemo application on top of the standard Maemo OS.

Yes.
Can I copy all my Clie (Palm) files in the card and transfer them? Would it look like my Clie does?

Use palm/gvm with virtual SD card, http://talk.maemo.org/showthread.php?t=14391, thread#29 . When gvm crash, it wipes out apps in memory. So it is better to install apps to your SD which stays even after gvm crash.

also some problems with hotsyn. Do this, you will be overwhelmed, on the forum, Search>Tag search "palm".

Its a virtual machine, not an emulator
