I'm not sure about that; their website says:
"The Volla Phone comes with the Volla OS, based on the Android Open Source Project (AOSP) without Google Apps and services to secure your privacy."

maybe the difference for Volla is that they seem to be backed by a bigger company

apparently they want to relaunch the campaign in February with indiegogo...

Sure. Indiegogo is the best way to collect money without the need for
a) any proof that you will be delivering anything
b) stopping to collect money even if there is proof that your bogus
