I've the same issue, I'm on flatrate though, but still equally annoying when apt-worker decides to do It's magic and hog both 100% cpu and bandwidth when I need to check something online real fast.

Unfortunately there seems to be no way of launching it "hidden" so you will se a terminal window flash by when you press the button....

You should install concy or htop to see if anything out of the ordinary is draining the cpu.
And a reflash, booth rootfs and emmc, would probably not hurt either.

Not 100% sure I've not been tinkering with the value but mine's 14400000.
I seem to get regular update-notifications with this setting and apt-worker is hogging the cpu at the most inconvenient...

It's not really straightforward to set up pptp but as a semi-novice linux user I managed to get it working from this (http://talk.maemo.org/showthread.php?t=36172) thread.
