That may have something to do with it. And there's nothing wrong with it. N900 is obviously in many ways much less restricted than N9. This can put off many developers. And since we're talking about hobby developers doing the stuff for free, why would they use significant amount of time in porting to a platform that they are not excited about?

But I think the biggest practical reason is this: Many N9/N950 developers do not have N900, and many N900 developers do not have N9/N950. It's quite futile to try porting an application if you can't during development test that it works as intended.
