You might want to try Voicetogoog which allows doing various actions based on speech recognition, including browsing in the contacts. There is another free application out there but I forgot its name (it's somewhere on this page if you want to browse).
Quick Voice Input Keyboard might do the job too, but it is not free and I did not try it.

TranslateAll can do what you need easily however, just set it to translate your text into the same language than the input language, and it won't change the text when translating it nor request internet connection. Then, you can tap the speaker icon to speech the text you typed.

I'm not a developer myself. Can you please point me to the exact place to find some documentation?
I'm moving from an S60 phone to the N9 and I _need_ spoken caller ID. If there's no current app for that, I might hire someone to develop it.
