Try the following.
Step 1: Use Windows XP. Do NOT use Windows 7.
Step 2: Download flasher-3.5 for winxp here.
Step 3: Download PR1.3 firmware for the N900 from here. Save the file to: %ProgramFiles%\maemo\flasher-3.5\ (the default installation path of fasher-3.5).
Step 4: Press Start, choose Run and type in 'cmd' without quotes.
Step 5: Run flasher by using the command flasher-3.5.exe -F FirmwareNAME.bin -f -R. Replace the name with the name of the file downloaded. Please make sure N900 is not yet plugged in. The command prompt should say something like 'Suitable device not found... waiting...'
Step 6: If you have Nokia Suite or anything else, kindly close it. The N900 should be switched off. Plug it in using a USB cable while pressing 'u' on the N900's keyboard. The command prompt should start the flashing process. If it doesn't start try booting the N900 while holding 'u'.

I've had this kind of problem restoring a same-device backup as well.
Fixed by flashing just the kernel.
If you have issues with flasher not recognizing the n900, use a linux computer. Lots of problems I've had trying to flash from windows. If you can't find a linux computer just use a live CD on yours.

So simple and safe to install linux while having winblows with wubi, please note that this will install ubuntu distro !

when i try to install flasher via ubuntu software centre faced this error
The file /home/sunny/Desktop/maemo_flasher-3.5_2.5.2.2_i386.deb could not be opened.
and when i use this command
sudo dpkg -i maemo_flasher-3.5_2.5.2.2_i386.deb
xterminal say me for root password and all buttons on my pc keyboard are stop working
