I deleted my account in another forum once. The result was that all my posts turned anonymous. They were still signed with my name but the name was no longer a link and the little info under it that used to say things things about me (like "thanked x times") changed to "anonymous". So it must be doable.

You (forum admin) need to have the possibility to delete accounts (according to European law). But this includes only the deletion of user account (like e-mail address and other personal info, not sure about user name). But posts and threads are now "belonging" of community. So banning (deleting posts/threads) is definitely not the choice.
Easiest would really be just forget about that.

Depends on the forum. Some forums will show the posts as a "guest" or "anonymous".
AFAIK this doesn't happen with vBulletin.

I think the right thing to do (if technically possible) is to remove all profile data from the account and lock it. (change the password to something random). If it is possible to change the username too, even better.

On a similar note, I noticed that the members list (Select Community > members list on the right hand side) contains 21,477 (out of 59,528, so over a third!) members who have yet to make a post [+].

I guess a high number of these have given no thanks so leave no footprint.

Would it be beneficial for our databases to do a query every six months or so and email any such accounts that have failed to sign in over the previous six months whether they wish to remain active, otherwise we purge them?

That sounds like the best idea. If technically possible.

That could be used for "normal" accounts (those which have left some traces in the forum). Posts by such accounts should be marked as inactive.

The complete deletion of an account should only be allowed when the deletion does not affect the referential integrity of the forum database (i.e. no posts, no thanks, no nothing.)
