Your comparison seems to be wrong, since Quim Qil is telling in Meego forums that N9 has both FM receiver and transmitter capabilities, but it's lacking software currently.

After this news started spreading Nokia gave out information that Elop sold most of his MS shares before joining Nokia, but couldn't get rid of it all, since the strategic work started involving MS....

For adding new UI files you just need to go to Add New... and select Qt/Qt Designer Form Class (see pic). It adds a new .ui file and skeletons for header and source.
