I saw the .install file in http://repository.maemo.org/extras/dists/chinook/install/
and assumed that this was all that was required. I guess I will have to point people to the extras-devel.

I use pypackager on my N800 to do the packaging. You just need to setup the directory structure like you want it and it build the deb for you. Very simple.
