Usually there is a maximum periord (20 days for example, depends on the country) to pay and pick the item from the post. After that it is returned or go to the government.

In Brazil it is worst than Argentina, 60% of import tax instead of 50%. And only 20 days to pick the item.

Yes, in Brazil everybody has to pay import taxes if the item is caught by customs. Whenever the item is taxed depends on its size, price, shipping method and luck.

For example, I've paid import taxes for my 2 Jolla's. But for Raspberry Pi 2B (which is smaller and cheaper), I was lucky and it was not taxed.

They have raised import taxes to protect their market.

Customs here returns the package 30 days after receiving if nobody gets it.

I have a question:
I can buy a Jolla here for USD 200, but some friend offers me a Nexus 5 for USD 300. Specs are really better (you may know it).
Is Sailfish working ok in nexus? Can I use it for development?

For developing I would choose the Jolla, because 99% of users will be using that and it is the device I want to test with.

Well I think you have financial problems. So 200 USD is less than 300 USD. Leaving 100 USD for more important things than a phone.
